legal group to-dos for 2012:

  1. get updated preamble + CC-Zero license to community
  2. update meeting minutes on website
  3. update license list and continue work with OSI re: Python licenses and other issues
  4. templatizing guidelines
  5. re-opt-in for larger list
  6. spec revision - change in SPDX license (CC-Zero w/preamble)
