Reviewed current groups

Going from the bottom up to group the less sorted

NDA (#38) – Agreed to refer to legal

Discussion on the “meeting license obligations use case” – has been discussed as “out of scope” for SPDX in previous discussions.

SPDX Lite – not really a use case, but it is a topic which affects many use cases – suggest to move to cross-cutting concerns

Stopped at #24 working from th bottom
