Make http://www.spdx.org/licenses/ consitent with the license list in the draft PDF.'+' is used in the URLs in the pdf verbatim. This needs to be %2B, or will be interpreted as whitespace. /licenses/index.html contains 'LGPL-3.0%20with-exceptions' which uses whitespace. In HTML these two would be the same, but one is 'or later' while the other means 'only'.&lt;br /&gt;

Please add LGPL-2.1 instead of LGPL-2.0&lt;br /&gt;

Make the license list consitent within itself.  'GNU General Public License version 1.0 only' versus 'GNU General Public License version 2.0', either all with 'only' or none.
